Formating Floppys

I have an old Power Macintosh 5500/225 and have an image for a bootable floppy. I formatted a floppy and tried to copy the image to the disk, but it comes up telling me that I need 3K more room on the disk. I have formatted 5 or 6 floppies, 1.44's but they all come out as 1.38. If anyone could help me with suggestions this old 59 year old can still learn new tricks. I'm former PC Tech, but Mancintosh is new to me
