Read VFAT camera filesystem under OS9.2?

My wife is running MacOS9.2 on her Tangerine iBook. Her "Mac compatible" digital camera stores data in a VFAT partition on the camera. To retrieve the pictures, she needs software to read a USB-connected VFAT partition under OS9.2.

The camera manual suggests using "PC COMMANDER" or "FILE COMMANDER", but I've been unable to find anything by that name.

How can I access files on a VFAT filesystem under OS9.2?
