it says RAM sizes can be 256k, 1M, 4M. I've been told that based on the above information, I have a 1M SIMM and a 4M SIMM, so does that mean I have 5M of RAM?

Hey, if 1MB is 1024K, that means 2MB is 2048K and 4096K is 4MB. Add 1024K and yeah, it would seem that you have 5MB of RAM plus the default (same as RAM size) virtual memory.
According to Mactracker the SE/30 has 8 RAM slots capable of supporting up to 128MB (!) in matched (groups of four) 30-pin SIMMs, but you'd need a "software enabler" to access more than 8MB.
With only 5MB though, you could have as little as two (one 4MB, one 1MB) RAM SIMMs (assuming they work without being in fours) or as many as eight (most likely), configured as four 1MB modules and four 256KB modules.
Of course the only way to be sure would be to open it up, and that's an adventure in itself.

On start up, it also says "Connectix RAM Doubler installed". Any idea what that would mean?
RAM doubler is a piece of software that made your Mac think it had twice as much memory as it really did. It used a very effective virtual memory scheme. That is why it says "Built in memory 5,120K
