If you bought a Mac in October 2007, you are eligible for an upgrade to OS X Leopard:

Hey, everyone with a G4 867Mhz or faster is eligible to upgrade! I think you're referring to the Mac Up-to-date program Apple introduced with the release of Leopard:
QuoteThe standard Mac OS Up-To-Date upgrade package is available to all customers who purchased a qualifying new Mac system from Apple or an Apple Authorized Reseller on or after October 1, 2007 for a shipping and handling fee of $9.95 (CAN).
I'm sure somebody who bought their Mac September 30th will be suing... one million dollars in punitive damages would be fair, don't you think?

Title changed above. The things that happen in the US culture of litigation don't surprise me anymore. :^)
I have heard that the PowerPC Macs will not have the use of all the new features in Leopard.
Yes, it's true G4s and G5s will miss out on some new features - Boot Camp for one! I also noticed that both iWork and iLife have components that will not work on these machines either - caveat emptor! For example most of iLife works fine on any 500Mhz G4 or higher Mac, but not iMovie - you must have at least a Power Mac G5 (dual 2.0GHz or faster), or an iMac G5 (1.9GHz or faster). There are also features that will only look right with the right video cards - features are deprecated on older video cards - this affects Keynote. I'm sure we'll find out more as time goes on...
